Google जो विश्व की जाने मानी जाने वाली कंपनी है उसके ऊपर भारत सरकार की संस्था CCI (Competition
Commission of India) ने 2 साल जी जांच के बाद 1337 करोड़ का जुर्माना लगाया है। जिसके परिणाम सवरूप
भविष्य में मोबाइल फ़ोन की कीमत बढ़ने की सम्भावना जताई जा रही है।

चलिए जानते है की CCI ने Google पर जुर्माना क्यों लगाया है।
Google के ऊपर भारतीय प्रतिस्पर्धा आयोग द्वारा जुर्माने का कारण anti competitive practice व unfair activities है। आज के समय में हर कोई स्मार्टफोन व गैजेट्स इस्तेमाल करते है, आपने स्मार्टफोन्स में यह एक चीज नोटिस करि होगी जब आप कोई जानकारी निकालने जाते है इंटरनेट पे तो सीधा हम गूगल करते है व suggestion में भी यही आता है, कुछ लोग तो यह मानते है मानो इंटरनेट ही गूगल है कुछ भी चीज देखनी हो या जानकारी निकालनी हो इंटरनेट से, व अपनी रोजमर्रा की चीजों में कुछ भी उन्हें सर्च करना हो तो वो सिर्फ गूगल पर करते है।
जबकि Google सिर्फ एक सर्च इंजन है व मार्किट में कई और प्रकार के सर्च इंजन भी है। जैसे (Microsoft edge, yahoo, internet explorer, Bing etc.) परन्तु हम इनका इस्तेमाल नहीं करते है। इसके पीछे भी एक रहस्य है।
Google का मैन्युफैक्चरिंग कम्पनीज से टाई-उप है जो उनकी कुछ सर्विस को डिवाइस में इनबिल्ड करके देते है। यह भी एअक कारण है की उपभोगता कोई अन्य सर्च इंजन को देख ही नहीं पाता व इनके ऊपर वो अपना इस्तेमाल भी काम करना चाहे तो नहीं करपाता।
आजकल मोबाइल फ़ोन प्रोवाइडर व कंपनीस जो फ़ोन देती है उसमे यह गूगल सर्विस व अप्प्स इनबिल्ड आती है , उपभोगता को डाउनलोड करने की आवश्यकता नहीं पड़ती जिसे वो कोई और सर्च इंजन सर्विस व एप्लीकेशन पे नहीं जा पाता।
भारतीय प्रतिस्पर्धा आयोग क्या है?
भारतीय प्रतिस्पर्धा आयोग (competition Commission of India / CCI) भारत की एक regulatory Institution है। इसका उद्देश्य स्वच्छ प्रतिस्पर्धा को बढावा देना है ताकि बाजार उपभोक्ताओं के हित का साधन बनाया जा सके।
CCI ने यह नोटिस किया की यह एक प्रकार की मोनोपोली है, बाजार में कई और भी सर्च इंजन है परन्तु यह सर्विस कस्टमर अपनी इच्छा से नहीं डाउनलोड करता उसे इनबिल्ड मिलती है और फिर उपभोगता ज्यादा एक्स्प्लोर नहीं करता पाता व अन्य चीजों को भी नहीं देखता।
यह इस प्रकार हो रहा है मनो जैसे यह कोई सरकार की सर्विस हो की पहले से ही डिवाइस में एप्लीकेशन मिलेगी जैसे भारत सरकार ग्रामीण इलाको में फ़ोन बाटती है व उन डिवाइस में सरकार की कुछ एप्लीकेशन भी डिफ़ॉल्ट रूप से उपलब्ध करवाई जाती है। ताकि ग्रामीण वासियो तक सरकार की सेवाएं व योजनाए उपलब्ध करवाई जा सके।
भारतीय प्रतिस्पर्धा आयोग ने यह निर्णेय क्यों लिया?
एंड्रॉयड फ़ोन्स में यह देखा गया की गूगल की कुछ सर्विस ऐसी है जो फ़ोन में डिफ़ॉल्ट रूप से उपलब्ध करवाई जा रही है व उनकी इन एप्लीकेशन को डिलीट व हटाया भी नहीं जा सकता डिवाइस से।
आपने भी नोटिस किया होगा जब आप कुछ चीजें सेव करने जाते है तो वो Google ड्राइव में सेव होता है, सर्च करते है तो Google के सर्च इंजन में होता है , यूट्यूब जो आजकल बहोत चर्चा में है व लोगो के द्वारा बहोत पसंद किया जाता यह भी गूगल का ही है, Gmail जिसका हम मेल के लिए इस्तेमाल करते है वो भी गूगल की ही सर्विस है।
तो CCI की के द्वारा यह देखा गया की यह उचित नहीं हो रहा मार्किट में अन्य भी सर्विस प्रोवाइडर है इन सब सर्विसेज के लिए परन्तु गूगल ने मोबाइल निर्माताओसे पहले ही कॉन्ट्रैक्ट करा हुआ है अपनी सेर्विए के लिए व कंस्यूमर इनको अपनी इच्छा अनुसार न तो हटा सकता न वो अपनी इच्छा से इन्हे डाउनलोड करता है।
यह बात CCI को सही नहीं लगी। जिस कारण से प्रतिस्पर्धा आयोग ने प्रतिस्पर्धा कानून के तहत गूगल पे जुर्माना लगाया है। वैसे यह एक सोचने का भी विषय है की मार्किट में बहोत प्रकार के सर्च इंजन है परन्तु हमें जब भी कोई जानकारी निकालनी होती है गूगल पर ही हेट है कृपया कमेंट बॉक्स में अपना विचार शेयर करे आप का क्या सोचना है इस विषय में।
